Systems Engineer V
Description Communications Services Project (CSP) will focus on demonstrating the feasibility of commercially provided SATCOM services to NASA missions. As a primary objective, CSP aims to demonstrate commercially provided space-based relay communications and navigation (C&N) services appropriate for NASA's near-Earth spacecraft users. The demonstrations will result in an evaluation of technical and operational performance, cost of services, business case, and security compliance to inform a recommendation for the acquisition for operational commercial services. A senior level engineer with experience in NASA/aerospace lifecycle is needed to support communications technology demonstrations. Strong interpersonal skills desired as this person will be interface to one or more vendor teams.
Responsibilities:
Provide technical and project management support to the CDD Manager. o Provide internal and external coordination and integration support for the management of the awarded Funded Space Act Agreements. o Develop and maintain documents, plans, schedules, processes, and procedures o Provide technical and logistical support for each of the performance milestone evaluations and for stakeholder tabletops as needed o Evaluate and assess performance milestone entrance and success criteria in support of the validation process o Provide logistical support for the processing of performance milestones including acceptance, payment, rejection, and postponement o Provide technical and logistical support to administer and implement NASA's responsibilities under the FSAA's o Facilitate communications with each industry partner through onsite and in person meetings and appropriate communications; be responsible for management of relationships, collection of required information, reporting of the vendor/team views, reporting of other concerns, and communications back to vendor/teams o Support the government insight into the FSAA performance through onsite presence as necessary o Prepare CDD progress reports for distribution to CSP Project Management o Collaborate with Systems Engineering on technical evaluation & analyses o Establish and maintain risks, and provide a mitigation approach for specific risks o Establish and manage schedules/deliverables Requirements o U.S. CITIZENSHIP OR VALID GREEN CARD HOLDER REQUIRED o Proof of COVID-19 vaccination, except in limited circumstances where there is a legal entitlement to an accommodation (i.e. disability, sincerely held religious beliefs, etc.) o Travel will be required domestically to vendor meetings o Bachelor's degree in engineering or science related disciplines o 10-15 years in NASA/DoD/commercial communications or aerospace experience including working in interdisciplinary teams. o Front facing technical Subject Matter Expert (SME) who could interface with government and commercial technical counterparts. o Ability to support top level requirements derivation may be needed to ensure proper success criteria is established. o Knowledge of end-to-end service agreements such as NASA Space Act is desired. o Develop test plans to support detailed test procedures o The ability to act as a team lead and a team member.
Salary Range:
$100K -- $150K
